Yes it is. A buddy of mine leases a large chunk of land out near Sterling for hunting.

I know of land that backs to National Forest for about $8000 for 2-3 acres. The wife and I are seriously looking at it but we want a cabin also and I have already gone through building one house. Wish I had the money so I could tell someone this is what I want, let me know when I can move in.

There is way too much liability in letting somebody shoot on your land. Especially if unattended and for money. Even if you trust the person you rent too... eventually they will bring some dickhead friend or their brother in laws cousins hair dresser. Then that person will shoot up a windmill, fire a round in an unsafe direction and hurt someone, someones livestock or their house, barn or equipment. No way I would allow anyone to shoot on my land unattended and I would never take money for it. If you have a mortgage on your land you probably have an insurance policy. I would be willing to bet your insurance would not allow it.
1st 2 power poles are free, after that they charge per pole. Best way to do it. Run the 1st pole, that gives you 100' on to the property. Drop that to the main, then rest of the way in a trench. Same for phone line.
Regarding the well, figure an easy 10k. Depending on water table. Remember, be it 100 or 1000' They hit water or not, you pay.
if power is more than a few pole away you probably want to stay away from it. I have a client that is a big wig with excel. Even he could not afford to bring power to his property.
You can always do solar.
The fairplay, como, tarryall area has a good water table, we have sold lots of land out there that is pulling more water than allowed.
If you are looking at recreational land be aware that there are subdivisions out there that will not allow camping.
