For second hand market. Buy while it's snowing.
During divorce asset liquidation.
When you have the money
February through early May if going through a dealer. Otherwise follow brutal's advice :D.

That would be my answer. Seriously. I don't know that it makes a lot of difference.
In my experience, including a recent HD buy, end of model year is a good time. Or, if you can find one, a bike from even the previous year that's new and hasn't moved can make for a really sweet deal. I've done that a few times and made out quite nicely.
Right now the entire industry is in a down market. Dealers for all brands are in a overstock situation and some dealers are sitting on 2 year old models. The 2017 models are on the way for some brands and with 2015 models on the floor there are all sorts of deals to be made and all of the manufacturers are offering back end money to dealers, rebates and really low rate financing.
Now is a good time to buy new if you are willing to buy a non-current model.
You didn't mention what type of bike you plan to get, but I assume it would be a similar deal with most types/brands. A co worker of mine just bought a brand new 2015 Kawasaki sport bike for $5k, originally $7500, simply because it was the last one on the floor. The bike wasn't his first choice in color, but for $2500 savings, he wasn't complaining.
When ever you buy lmk. We have lots of riding gear (helmets, leather & textile jackets etc) sitting here.
