You can probably just call your carrier and enable texts on your current phone.
Smart phones require data to do anything . Bar, slider and flip phones can text without data

I use straight talk with a samsung galaxy. It is $45 a month, so considerably more. I tried a Motorola, but they will not accept the"mass text" sent out from the dispatch computer when we are paged out for a fire. Make sure your phone will accept the mass text.
No direct experience, but a quick look at specs, the LG Destiny looks to be the best value.

Is that list based on your budget to spend on a phone, or what you're limited to where you're looking? Using a Weld county zip on tracfone's site, there appear to be more options.

Bloatware will likely consume 4GB on these phones so you'll have little left to install other apps... I'd make that $119 16GB the top contender.
FYI, everyone I know that has gone from a hard key phone to a smart phone pretty much loathes them at first...
They had to pry my blackberry from my hands when our company was acquired in 2009.
Just don't blame me if it sucks.
