Far from an expert but I have worked on a few.
On IDing it the stamping on it tell the tale.
Repairing them is a hassle, parts need to be fitted to the individual pistol but the snag is the only parts available typically are used and require considerable rework to work correctly.
Can you post pics of the stampings and any other identifiers?

Commercial DWM (Deustch Waffen and Muntionsfabrik) from the marking on the toggle link.
If the "4150" is the entire SN it is a very early production, 1901-1902.
Google is your friend, there are some pretty comprehensive databases on the Lugers.
No they didn’t use that nitro proof that early.
