Correct, they fall under the Migratory Bird Act. To legally eradicate one, I'd need 2 federal permits and assume the wait time is about the same as NFA. Plus permits are not allowed from May-Aug. But I'm okay to use any method up to that point and sometimes accidents happen. The stuff sold to scare birds is mostly a waste of money.
Never tried 22 shotshell. Thought it was only for pistols (don't have one). Can I use it in a pump-action rifle?
