Blinker fluid pressure regulator. If your blinkers aren't pressurized they won't blink at the right speed. I run mine at 18-22 PSI in Summer. In Winter I typically swap it out for a 25PSI regulator because the cold weather thickens blinker fluid and you need more pressure.

It's a turbo-encabulator pressure relief modulator, with asymmetrical mounting nuts. Top nut is metric, bottom nut is SAE.
Ever own a GM vehicle? Looks like a wix 33481 or Napa 3481 fuel filter. Commonly used on a lot of different models up until 2005ish?

No, clearly it's a turbo boost enhancement device designed specifically only for engines that require air in order to operate at maximum proficiency under the most demanding of circumstances. Clearly convenient for any motorist looking for solid power and superb fuel economy.
