The way jurisdiction works for arrest authority is enough to require a multiple page thread to explain for the various Fed agencies. Bet most of you complaining about this would be seeing red and wanting to crap fire if some USSS agent stood by and watched your wife get assaulted, beat, mugged... because they didn't have any arrest authority. It's happened, and it's happened here in CO before. May have not been Secret Service specifically, but I've seen it happen with military feds a lot. No arrest authority, Posse Comititus (sp)... Just safer for the agent to stand by and watch short of life or limb threat.
