So I was driving in Nebraska, in the middle of no where. Then all the sudden, what looks like a permanently mounted sign is telling me to stop at a stop light on a trailer. I said, out loud, "Well ain't that a bitch?!" It was actually pretty funny. Not sure why they don't have stop lights on trailers all the time, it'd eliminate flaggers altogether.

Of course you're right. This only worked because it was in the country with far less traffic. There was a corresponding trailer on the other side of the one lane area, and the lights would just switch back and forth to let traffic through.

When you see the price tag on those temporary trailer mounted traffic signals, you will know why const. companies call "Ready Temps" for flaggers.
CDOT has a couple, but they are mostly used for temporary on ramp metering.
