always seemed like a big fire hazard to me. My cement tile roof has never had me worry.

It's to prevent ice damming, which isn't really dependant on roof type. I think those wires only heat up to 40-50 degrees or something. Probably only as fire hazardy as Christmas lights.

I am using it on a gutter.

Put one on a down spout yesterday. Would do more, but the roof (covered in snow) isn't safe to be on.
