Yeah, that's about what I figured was going on. In the 38 years I've worked for/with the .gov, there have been many times I've heard the phrase "that comes out of another pocket of money" (within the same organization).

FEMA has $35 billion annual budget for disaster relief.

The money spent on illegals comes from the Shelter & Services Program that is distributed by FEMA but comes from the Customs budget.

Blowhards on the right have mixed the two in order to point fingers and yell "SEE! They hate us!" at the top of their electronic lungs.

Anyone with common sense would know that battery/electric powered tools are dumb in a disaster. Not just from lack of power, but from being tethers to a power source. Gas tools are mobile, instantly rechargeable. A few gallons of petrol can last far longer than even the newest battery tech.
