Right, it should have said, dealer has yet to receive the stamp. I read somewhere on the interweb (so it HAS to be true), the ATF were/are sending out stamps on certain days...I don't know what the difference would be. Postage cost is the same whether you send it out today or next week

There are presort rates available for first class mail. That requires a certain minimum number of pieces, usually 250. The better their saturation, the better their presort rate is. For the amount of mail they send, I can see them batching it.
