The regulation isn't about safety. The regulation is about a sense of "fair play" in hunting - which while arguable, isn't going to go away.

So, since this thread hit close to home I emailed the Colorado DOW, here is their response:

Robb, thank you for your e mail. This is the answer from CPW Law Enforcement.

A magazine that has some type of internal block that would require dismantling the magazine to remove it would suffice as well. This is no different than a plug in a shotgun which is not a permanent blockage but does require dismantling in the field to remove the plug.
Therefore, a block in a magazine that is between the spring and the follower or between the base plate of the magazine and the spring would be O.K. since it would require removal of the base plate to remove this “blockage”. It cannot be, for example, a 10 round mag. with 5 dummy rounds in it followed by the 5 live rounds.

The regulation just states it can't hold more than 6 rounds, 5 in the mag 1 in the chamber.

I'm thinking you could maybe insert a block and re assemble allowing for 5 rounds only.
After the season take the block out or purchase and use an older one for the blocked mag.
    I hope this helps,
    Happy Holidays and good hunting,
    Jim

Jim is a really helpful guy!

I went ahead and bought some 10 round PMags and the Magpul 5 round restrictors for them, so I have a factory 5-round limiter in a 10 round body. So far so good, it's impossible to put a 6th round in the magazine without disassembly. FYI, this is with 300BLK.
    Keep Calm and Carry.
