What I don't get - is if someone were to start smuggling pot - why would they use colorado plates? That's what I'd ask the cop.
Same reason folks running powder from CA, still drove 90% tinted windowed Benz, caddy' s and other inconspicuous vehicles through UT & WYO @ 80+ 1-4 in the morning. Then wondered why they were pulled over. Which gave us many a claim of profiling, lawsuits, IIRC a court ruling etc.

Just got home. I averaged about 8 or 9 over through Nebraska. Should have gotten pulled over in Omaha, but for some reason didn't. I was clearly going 10 over and the cop stared right at me... I slowed down right away, but he could have pulled me over if he wanted. I had a close call on 76 by sterling too, but I slowed down in time. Either way, they had plenty of reasons to pull me over and probably throw me in jail if they wanted, but maybe it was the sweet stickers on the back window that saved me.

I have been through all of those states. Maybe the difference was that I was driving a pick up truck with GA plates. The only state in my region I ever got hassled in was WY. I was even told, at a rest stop of all places, that because I was driving a company truck it was commercial and I needed apportioned plates. I told him no it did not and he would need to show me the WY statute that said that. I called my office and asked our DMV expert about it and after about 20 minutes the Trooper could not find it, my expert said no laws he could find, I told the Trooper that because it was a F150 which was a 1/2 ton truck, it was exempt. he said OK and let me go.
Once I was driving from Jackson to Cody and the ranger said that because it was a company truck I couldn't drive through the park, I would have to go around. I asked to see a senior ranger to show me that park service rules that disallowed me entering the park in my F150. He arrived after about 10 minutes, asked me what my "beef" with his ranger was. I explained that I was on my way to Cody from Jackson, and yes, it was a company truck but why can't I drive on through? He said the rules were to prevent commercial truck traffic and my F150 did not qualify as commercial. He told the attendant it was OK to let me through and even said I did not need to pay for the hassle the junior ranger caused me.

Two years ago, driving Denver to Detroit, I was pulled over shortly after leaving IA into IL. First question, 'Know how fast you were going?'
"About 70"
"Speed limit is 65"
"Oh, it was 70 a few miles back"
About then the K9 unit pulls up, and out pops the pooch.
Cop says, "Ok, you got one of them there medical marijuana cards?"
"Nope"
"Any firearms?"
"ummmmmm......I gotta think about that.....nope"
Then the dog gets a 'hit' indicating he sniffed drugs.
They proceeded to go through my vehicle, I showed them a few places they missed, even unwrapped a gift I was taking home. They wanted to take apart my seats, and offered to do it for them, if they had a 10mm socket.
Well, they spent some time trying to figure out why the dog 'hit', then they said, "Well, you don't seem like a criminal, so here's a warning, have a good evening"
Cops were pleasant, we had a good conversation, and the whole thing took about 30 minutes.
My ratty Accord looks a lot like a blacked out Mercedes-Benz ......at night.
When this happens, get the name of the K9 and the handler, along with the department. The next day, call the department and describe the incident. Ask the department how many false/positives before they decertify and retrain the dogs and handler. Depending on their response, you can call the state's Department of Public Safety or whichever state agency oversees local law enforcement to make them aware of the incident.
Just like any scientific instrument, it is either calibrated and working correctly, or it needs to be recalibrated.
Any handler can induce the dog into behaving like it smells something. Unless there are consequences for false/positives, these types of searches are some of the most abused search techniques in law enforcement.
