I have never hunted those units, from what I hear if you are hunting public land you have to get away from the roads, that applies anywhere though.
I have heard there is hunting on the hill near Wolford Resv. I would suggest finding an area that has no roads, motor vehicles prohibited (not necessarily wilderness) that abuts private land someplace. Also public land, with roads and pressure above you may keep the elk moving without running too far away to hide.

I've hunted in Unit 18, west of highway 125 along its northern boundary on the continental divide, near Willow Creek Pass. You go over the divide, and take a gravel road west ( 21 ? ) and there is plenty of camping. You can hike south into the unit and there are lots of trails around. Some of which are ATV legal. Its been quite a few years since I was last up there however.
