    I plan to hunker down. If it gets to the point where houses are being burned down in my neighborhood, I will have handed out all available weapons to each of my neighbors. You don't see a single cop or national guardsman trying to repel the rioters by themselves... you see an organized team. This is what you must be if you want to be effective in such a situation. Even 3 people with rifles can be a very effective defense force for a pretty large area.

    ETA: the MOST IMPORTANT PART of bugging in is making your safe house an undesirable target for others. Multiple layers of security, multiple levels of deterrent; DO NOT make yourself an easy target!
