So I just need to keep the edge from falling down and after looking at the dollar amount to do a cinder block wall I came up with this. 18" spacing on the PT 2"X4" and 5/8 rebar driven 2' in the ground. I will tie off on the rebar going through the supports and set anchors up the yard underground. It is nothing but solid clay so instead of trying to do a drain on the bottom I am going to put it on top. Starts at 3' and goes down to nothing.

Cedar fencing for the wall. I think tying the anchors and the small spacing it will live fro at least 5 years as it does not really hold back much. The back side goes from 3' to 0 in 6' so I will tie it to the block retaining wall with enough room for steps. more to come. Any thoughts on what I may have missed?Click image for larger version.
