    Correct, they fall under the Migratory Bird Act. To legally eradicate one, I'd need 2 federal permits and assume the wait time is about the same as NFA. Plus permits are not allowed from May-Aug. But I'm okay to use any method up to that point and sometimes accidents happen. The stuff sold to scare birds is mostly a waste of money.

    Never tried 22 shotshell. Thought it was only for pistols (don't have one). Can I use it in a pump-action rifle?

    Yes. In the city I'd advise Anguilla super collibri or an air rifle.

    Paint ball gun? With paint that will wash off with a squirt of water? (I know nothing about paint ball) Might not kill the bastard, but it might scare the shit out of him enough that he doesn't come back.

    Having been hit with a few paintballs, I would bet a paintball would seriously damage something the size of a bird.

    Now, hitting the bird with a paintball would take a little skill and a whole lot of luck.
