I am looking to have a scope rail added to the side of my Arsenal and maybe a Tula side folder(later on), is there anyone in the Denver area that can trusted to do this work?

Send it out to a trusted AK smith.. JBI Armory, Arizona Response Systems (though I believe he is only taking on build work and not custom stuff at the moment), Jemak Firearms, a ton of others I cant think of at the moment but can be found over at AKFiles.com
The scope mount is easy, the cuts for the side folder are much more involved.
I think Hickman Rifles in the Springs used to do AK builds.. they might be worth checking out.
There used to be a guy in Rollinsville/Ned area that did Ak builds but I believe he moved to Tennessee recently. I think he was called Iron Curtain Designs or something, his website ironcurtain.us looks to be down.. Two River Arms is another..

If you're willing to mail out and wait, I second Two Rivers Arms in OK. They did the sbr on my slr104ur and slr107ur. Great work, great guys; only thing is the 2-3 month lead time. AK's are their specialty though.

Yessir. Machining is required and "specialized tooling" (rivet setting tools) would have to be used.
Plus you are "Upgrading the capability" of the firearm.
That's the thing that really sucks about this ITAR "Guidance" letter. It is so ambiguous and broad-based that technically if you lay file to a firearm and remove any material, you meet the criteria of a "Manufacturer" as DDTC defines it.
