What is ths?

Got a new filing cabinet and when moving my files over, just grabbing a bunch of them at a time, this fell out of one. I have no idea what file it fell out of or what it is. I think it might be to duplicate keys for a car? It was pretty hard to get a picture. The larger tab says SECURITY ID and has a 5 digit number on it, the smaller tab just has a 5 digit number on it. Thoughts? I saved and filed this for some reason but I don't know what or why.

I think it had to do with a key code. The key goes to some kind of lock or maybe a vehicle. My best guess...

Looks like a key code tab that you have to have to get a new key made if you lose all the others. Some vehicles come with them as well as some higher end residential security containers (safe). My filing cabinet at wok came with something similar

That's kinda what I thought. What ever it's for is long gone at this point so to the trash it goes.
