Are we talking a line that is on the outside of home and punched through an exterior wall? Through attic? Wall fish?.....

As far as a normal trouble call, I can not recall a time where I charged to rewire / replace an outlet on a run of the mill trouble call and the line to the house is Comcast responsibility. Schedule a trouble call to at least get your issue evaluated they might say that a charge on the call is possible but I can not recall the last time I closed a call with a code that would get the customer charged.

My word is not the be all end all, and I do not speak as a Comcast rep but essentially as a Comcast customer Comcast takes responsibility to repair issues from tap to television and there are the rare occurrences that would require some sort of charge and I stress the word rare. In this market they typically try to avoid wall fish work on interior walls for some reason.
