Looking on my ONXMaps app there is not a lot of public land in any of those GMUS, there are some smaller areas around Two Buttes that are part of the wildlife area that may be worth looking at.

A little further south there are some Comanche National Grassland areas, much of the Southwest corner of 145 is made up of Comanche National Grasslands as well: (I would recommend signing up for OnXMaps and getting a simple subscription, being able to scout out all of the potential public land from your laptop at home is worth the price)

I would look at the grasslands down there, probably your best bet as there isn't much public land outside of that.
Knock on doors. Be polite. Come bearing gifts.
