A C&R license holder cannot order for your brother in law. Frankly, Classic Firearms are a bit high on their description of their SKS'. Those cheap Chinese ones are rough.

I assumed that was the case similar to an FFL, where you order your own gun and have it shipped to the FFL of your choice. But I have never purchased C&R. I'm just trying to help my Brother In Law and I don't think he's concerned with the description, just trying to figure out the C&R portion and if it's too much hassle for what it's worth
A C&R license allows the license holder to purchase C&R eligible weapons and have them sent straight to his house. The weapons are logged into his book.
While he can dispose of those weapons (sell them) the C&R license isn?t supposed to allow him to conduct business and transfers the way an FFL is.
That?s sort of it in a nutshell.
Basically the C&R license is for personal use for people that like to collect C&R firearms.
It was painless to get, though that was before all the craziness started. No photos or fingerprints required for the Type 03 license. Your brother-in-law can apply for one.
