I've been wondering the same thing myself, but I can't see that as an option within vBulletin. I know it's an option for creating accounts, but I don't see an option for just accessing the site.

Apparently it's under Settings > Human Verification Manager

    https://vbulletin.org/forum/showthread.php?t=315960

...and maybe this is an option?: Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup (Unregistered) -> Require Human Verification on Configured Actions -> Yes

Great. Now we?re going to verify people are humans. That is going to eliminate some people here.

The latency was caused by a serious bot attack on our site. While there are mediations that can be made on a case-by-case basis at the server level, I don't have access to that capability.

To resolve the issue, for the time being, I have turned off Guest access to the site. This means that the only way to view the site is as a registered user who is logged onto the site. If you ever look at the site while not logged in, you won't be able to so that for the time being.

I plan to turn Guest access back on, but I want to give it a little time for the bots to think they can't get in any more.

    What ?
First COVID-19, now this ! Will it never end ?...........

Now iwill have to sign in just to look at this ??€[^< site........

Just kidding, Great work, and a pat on the back to all you interwebz wizards.

We use the Human Verification System (HVS), just not the CAPTCHA at this time. I just looked at it again and we do have HVS configured for that usergroup. There is no option to activate it for accessing/browsing the site.
