I feel like when Colorado dropped the requirement for up front payment that it has just opened up the doors for anyone and everyone to throw their hat in to the ring whether they know what they are doing or not. On top of that I've dozens of people picking up tags that are private land only tags or whatnot without having any understanding of what that means and then asking online if anyone knows of a good spot..
Maybe a lot of new people to the state? There were always people who would get tags for places they knew so little about. I think the internet may have made it worse.

I do wish they went back to the prepay and refund system as it would keep tags from not being assigned to people who won?t pay for them.
