Need Help with Anti Terrorism Planning

I know the title is weird. I'm in an emergency management class and I need some ideas. My instructor is a former Army LTC, so lots of power point presentations that are just black letters on white slides.

Does anyone have experience with anti terror planning? Any templates they have used?

Thanks, I don't have a CAC card, but we are covering antiterrorism in depth. So I was in search of a template for planning
