Early Sako L41 Scope issues

I've got an early example of an L46 chambered .222 Rem that I'm trying to scope. I purchased the following rings and scope for it:

The rings are the same height, I checked. They clamped on in what appeared to be a satisfactory manner. I tightened them then slid them on the dove-tail mount, slightly hammered them forward with a rubber mallet and then tightened them the rest of the way. The scope rings can only go on the dovetail one way so I am confident I didn't have anything backwards.
I then mounted the scope in the normal manner.
The scope doesn't have enough elevation adjustment to bring the POA in line with the POI. I had the scopes elevation topped out and was still hitting almost 4 inches low at 100 yards. I adjusted it down 1" to verify the scope was adjusting as expected and POI did shift 1" lower. The scope has a total elevation adjustment of 42 MOA. That should be 21" up or down from center, so being topped out and still hitting low seems to indicate I'm more than 21" low at 100 yards when the elevation adjustment is centered. That seems bad... The scope showed no signs of damage when I removed it, so I'm left wondering if the original 1950's scope mounts had a slight downward MOA adjustment built in.

If you've got any advice, I'd love to hear it. So far as I can figure my only route forward is to swap in a scope with 85 MOA max elevation adjustment and sacrifice magnification. I'm also wondering if shipping the back with a piece of aluminum can would do it, but I'm hesitant to do that lest the rings go out of alignment and dimple the scope tube.
The rifle did shoot tight when I had the peep sight on it.
