How does this work for people who already have drawing licenses for the impacted areas?

If you drew the license, then you are one of the lucky ones.

They cut the quota, so there will be less hunters out there in those units. However there are less animals to hunt.

My brain is working kinda slow this morning. Yes- With the draw applications just submitted in April, they can tweak the numbers before results are released. For some reason I was thinking the results had already been published and they were going to have to recall and cancel permits.
