No impact. You could still get a tax stamp, it's just at no cost. Thus, you still fall under the affirmative defense to the dangerous weapon probition in CRS, same as today.

It is the legal challenge to it that would have an impact - if you can't get a tax stamp, then you don't have an affirmative defense in CO for any new purchases.
