Making ammunition less accessible bill

TLDR it requires ID to buy ammo and must be 21 YO, requires stores to lockup ammo AND components and requires companies to somehow super secret squirrel notify UPS that a box contains ammo but not label it as such.

Sadly all these bills this year are such a mess, it seems we are trying to surpass CA in how dumb the restrictions are we can impose on lawful ownership of firearms.

In a few states they make customers pass a background check for ammo, then limit the amount they can purchase.
The bill requires that ammunition sold at retail must be accessible to a purchaser or transferee only with the assistance of the vendor, and the
bill prohibits the retail sale of ammunition to a person who is younger than 21 years of age.
Unlawful sale of ammunition by violating either requirement is a civil infraction; except that a second or subsequent
violation is a class 1 misdemeanor.
The bill requires a person shipping ammunition to give written notice to the ammunition deliverer that the package contains ammunition
and prohibits labeling the outside of the package in a manner that indicates that the package contains ammunition.
Violating either provision is unlawful notification involving an ammunition package,
which is a class 1 misdemeanor.
When delivering a package containing ammunition sold at retail, a retail ammunition deliverer is required to verify that the person
receiving the delivery is 21 years of age or older and obtain written acknowledgment of receipt from the recipient. Violating either of these
requirements is unlawful delivery of ammunition by a retail ammunition deliverer, which is a class 1 misdemeanor.

The bill passed only narrowly by a vote of 7-6, with Democratic Rep. Bob Marshall joining Republicans in opposing the legislation.
Amended to go into effect July 1, 2026, the bill would prohibit the retail sale of ammunition to a person who is younger than 21.
It would also require that ammunition sold in retail stores be “not accessible” without the assistance of an employee, practically requiring its storage in an enclosed display case or behind a counter.
The bill would also change restrictions on shipping ammunition to the state. It would require a person shipping ammunition to give written notice to the ammunition deliverer that the package contains ammunition.
In addition, delivery drivers delivering ammunition would be required to verify that the person receiving the delivery is 21 or older and obtain written acknowledgment of receipt from the recipient. Failure to do so could result in a class 1 misdemeanor for the driver.
If you want to increase theft of ammo, letting employees of delivery companies know that your sealed package contains valuable contents is a surefire way to do it!

Passed 2nd reading Friday night.
They added a bunch exclusions that will allow 18-21 to buy- military, hunters safety, shooting range, someone with a protection order.
Only change to mail order is the deliverer is doesn't need to check ID if he doesn't know it's ammo. I think would be all of them unless the ammo is in a big box marked "AMMO" which would be illegal anyway.
Goes into effect July 1, 2025.
What problem is this solving? The ammo used in all the mass shootings in the US ever would fit into an Igloo cooler, and way less than my late spring top off of ammo for summer.
Is this an attempt to make it too onerous to have ammo shipped to you? Either by the seller or the shipper? JP Rifles already won’t sell direct to CO because of tax issues for some reason.
I'll stop buying black rifles when my wife stops buying black shoes.
