Yes, in it's time is was a valuable to let people in oppressed regimes that there is a alternative form of government and there is hope for change.
These days, it's seem kinda silly. Not many people gather 'round the shortwave radio to hear it's message. They have a presence on the net but if people have unrestricted access, there are millions of other sources of news. If the government is censoring capitalist propaganda, they will block VOA as well.
A relic of the cold war, time and technology has passed it by.
They need money to rebuild this radio. We are now a spacefaring nation.

VoA had such terrible news, I figured it was coded messages for someone in a communist attic doing comms with one-time pads.
