SWAT style "no knock" raids supposedly were only intended to be used against dangerous fugitives, violent gang members, and people dealing hard drugs at the distribution level... and only after verifying the address and performing surveillance monitoring.

Of course, "mistakes" are made frequently. In many cases a drug addict informant provides bullshit intel which is acted on without verification (typically a UC drug buy), and in some cases the address is incorrect. At least in this case the address was right, but the people had moved out at least a month prior. This never should have happened, and that mistake should have been immediately rectified once they realized it was in error. How much cash was seized? Bands of hundreds in a suitcase or just a few hundred bucks in small bills? Apparently no guns or drugs were found either. Phone data can typically be downloaded in minutes, and now the feds even have the capability to unlock iPhones, so 48 hour turnaround should be the max in this case.
