I've carried a sub compact in a Maxpedition Fatboy, never had any issues or anyone giving me odd ball looks. Seems to fit in with the REI/outdoors crowd pretty well. I stopped using it for a few reasons.
1. It was a hard core sum-bitch to draw from with any consistency, even with the "universal" holster inside the back pocket.
2. I had a propensity to get weighed down. I was constantly fiddling with what I carried in there so I'd have too much crap one time, too little the next.. and I've found that I really do just prefer small packs to the Jumbo.
Don't even consider the thing a mini-bob or such. Active Shooter.. meh, could be pretty good for that or as a car-borne aid bag... hmmm might have to think about repacking my car first aid array.
For an Active Shooter type incident, well given that my primary goal in a A-S situation is to get the hell out of dodge with family and friends intact, I really think there are much better and purpose built bags for that role.
Now maybe as a short hike or too the mall kinda bag with some essential spares like a blow out kit, a few extra mags, light, knife and munchies.. sure, why not. Just remember that like any bag, just because it can hold all that stuff, doesn't mean that all that stuff goes in there. To quote a really smart guy.. "The mission drives the gear, not the other way around"
