It's gotta go through local radios to an AWACS or similar, where it gets decoded, re-encoded, encrypted (twice) and then sent up 43,000km to a geo comm satellite, then through the processors on the satellite, though the crosslinks to a satellite over the US (about 120,000km), then 43,000km back down to the terminal at the pentagon or White House or wherever he was, then decoded, decrypted, and turned into a usable data stream. There is also some black magic involved.

The signal traveling all that distance at the speed of light takes about .8 seconds, and the processing, encoding, and decoding takes 3-4 seconds.
