Yes, well sorta. There is a govt run program (or NASA) that searches the skies. When they detect a GRB, they send out an email and observatories around that email can slew to the coords and start observing or not. Some places do it automatically, in that when an email is received, the telescope immediately slews without the observer approving the slew.
I believe they actually have satellites that observe the earth looking specifically for ICBM launches and nuclear warhead detonations (probably xray though). Yes, the closest star is 4 light years away (alpha centauri) and if that went supernova, it could in theory emit a GRB, but I do not believe it is close enough to really affect us. Now if the sun went supernova, which it probably wont, then we're all screwed, so an early detection system wouldn't matter.
