Yea but if someone needed a true emergency phone then they can just get a used one and have access to call 911 without any plan.

we have a few old phones just for that.

Yea I use to give my old ones to the nieces and nephews so they could play with the cameras until I got a call from pd dispatch, now they get donated to battered woman's shelters.
