Because martial arts [business] are kids driven.
BS-JJ and K.Maga places are full of kids as well. As a kid, they want to have a similar or same belt as their friends who referred or started early.
If someone doesn't like belt system and no weight classes (LOL), take Kendo.

Probably that is one only martial arts, which they do not have a visual belt. They use kyū/dan system.

So, what are you filling it with?

I?ve got one filled with sand that I don?t care for.

I have one filled with lead shot (or maybe BBs- been twenty five years since I filled it) that I like.

High density polyethylene beads. Approx 1/4" diam.

May be a little large, will have to see. If too large will switch to mix of plastic/steel BB's.

Small beads at Michaels or Wallmart worked well for a makeshift bag I did. A bit shifty.
Is that why you are going with 1/4" beads?

Went with 1/4" beads cause they were easy to find. Relatively light weight and pretty much weather proof. No corrosion or stains from getting wet. Less squeeze needed to actuate.
