They are like an RFID tag, the signal transmitted in the buried wire powers the motor causing the brakes to be applied. wether it is an external type hooded wheel, or internal type funny looking oddball wheel.
Usually only one wheel is controlled, one of the front steering wheels. This is more economical than all four wheels.
And yes, I have been tempted to put together a pocket size transmitter and walk by the cart storage in the stores & lock them all up. Or use it on a rude isle hog in a store.

The technology is also retarded enough to not release the brake when brought back into the acceptable "zone".
I think it applies automatically, and has to be released manually by employee.

Seen on my Offer Up app in The For Sale section: “LG fridge is in great condition, except that it won’t stay cold”. I may be a pessimist, but that fridge isn’t in “good condition”. Like saying “car runs great, except the engine is seized”.
