Actually to get an entry level "D" cert, you don't need any on-the-job time. It's all the subsequent tests that you need time in a water treatment plant. I recently tried for my "B" but didn't have quite the 3yrs needed.
It doesn't hurt to know people in the biz but it's by no means necessary. You just have to understand that if you're starting as entry level, you'll definitely be in the sub $20 range.
