Yes he will sign for all NFA weapons. When you drop your paper work off to get signed have it go to Sergeant Webb. He does the back ground check then takes them up to Mink for sign off then they will mail them back to you.
I am on my way to pick up an AOW Mink signed for look in the photo gallery later today for pics. :mrgreen:

Yes he will. I've had two go through Jeffco. Expect a month or more for processing. For Form 4's, the ATF will probably be faster than Webb's IU bureaucracy. How times have changed.
For a fee, they will do FP cards for you too if you live in unincorporated Jeffco. Otherwise you can have them done at the local PD. You must get the FP cards from the ATF (or from a dealer who got them from the ATF) so they have the correct routing ORI.
As for what forms you need: a Form 1 if you are doing the SBR. You can't do anything until ATF approves it and you have the form back. By law, you need to engrave the gun with your name + city, state (internet rumors and Ken Houchens' now retracted letter to the contrary). F1's seem to take slightly longer - probably due to a perfunctory review by the Technology Branch or the irradiation of mail going into DC government offices.
If transferring a NFA item from a dealer or individual in Colorado, you use a taxable Form 4. If transferring from a dealer or individual out of state, you need an in-state transfer dealer involved. He first gets the SBR from the out-of-state dealer on a tax-free F3, or from the out of state individual on a tax paid F4. Only then can he can do the taxable F4 transfer to you.
There's a special case when you send your gun to an out-of-state Class 2 SOT to be SBR'ed. He will register it on a tax free F2, and place his markings on the gun as the law requires. He can then transfer it directly to you on a taxable F4 since they are returning your gun. You must include a letter stating the circumstances or the examiner will deny the direct transfer - see this example for AOWs - same idea for SBRs only the transfer tax is higher: http://www.atf.gov/firearms/041006-vert_grip.htm
Both F1's and F4's must be filled out in duplicate, signatures in original ink on both copies, passport photos attached and a 5330.20 citizenship certification is required. Either form contains a section where you certify your "reasonable need" for having the NFA item. I always use "Personal collection, investment and other lawful purposes". Oh, and there's the small matter of a check to the BATFE for $200. :cry:
You can get the forms by calling the BATFE or download and print the PDF forms from www.titleii.com.
As far as I know, the F1's still go to the DC address on the form. The BATFE just changed the address where the Forms 4 are sent. Don't use the Chicago address anymore. See http://www.atf.treas.gov/firearms/12...rm4changes.htm

One more quick scenario. What if I want to put an AR15 short barrel upper receiver on an existing AR15 lower receiver? How would this work? What needs to be ATF/Jeffco approved - the upper - the lower - both? Would the lower have to be dedicated to an SBR?

You must go thru the SBR process on the lower, and do not have in your possession a SBR upper before you have the tax stamp and paperwork for the lower. It is considered constructive possession and can cause you much unwanted legal trouble.
This is my advice on how you could make this simple. Alan has SBR recievers in stock just buy a striped reciever from him and he will take care of the paperwork. All you will have to do is get them signed off, finger printed and send your paper work to ATF.

Webb is taking forever to get form 1's and 4's done. He's had mine since the Tuesday BEFORE Turkey day, and I still don't have them back. He's already cleared 3 forms for me already so it's not like he hasn't seen my name before, plus I've spoken to him 3 times.
And if that's not bad enough, another friend of mine has had his form 4 with Webb for a week longer than me.
If you want your stuff do a trust, their fast, legal and easy (no sign off, no pics, no prints, no yearly fees, no real upkeep for the trust). I'm trying to get a hold of Webb now and if he hasn't sent my paperwork to Mink yet. I'm going to tell him to return my forms and I'll set up a trust.
