Yes he will. I've had two go through Jeffco. Expect a month or more for processing. For Form 4's, the ATF will probably be faster than Webb's IU bureaucracy. How times have changed.
For a fee, they will do FP cards for you too if you live in unincorporated Jeffco. Otherwise you can have them done at the local PD. You must get the FP cards from the ATF (or from a dealer who got them from the ATF) so they have the correct routing ORI.
As for what forms you need: a Form 1 if you are doing the SBR. You can't do anything until ATF approves it and you have the form back. By law, you need to engrave the gun with your name + city, state (internet rumors and Ken Houchens' now retracted letter to the contrary). F1's seem to take slightly longer - probably due to a perfunctory review by the Technology Branch or the irradiation of mail going into DC government offices.
If transferring a NFA item from a dealer or individual in Colorado, you use a taxable Form 4. If transferring from a dealer or individual out of state, you need an in-state transfer dealer involved. He first gets the SBR from the out-of-state dealer on a tax-free F3, or from the out of state individual on a tax paid F4. Only then can he can do the taxable F4 transfer to you.
There's a special case when you send your gun to an out-of-state Class 2 SOT to be SBR'ed. He will register it on a tax free F2, and place his markings on the gun as the law requires. He can then transfer it directly to you on a taxable F4 since they are returning your gun. You must include a letter stating the circumstances or the examiner will deny the direct transfer - see this example for AOWs - same idea for SBRs only the transfer tax is higher: http://www.atf.gov/firearms/041006-vert_grip.htm
Both F1's and F4's must be filled out in duplicate, signatures in original ink on both copies, passport photos attached and a 5330.20 citizenship certification is required. Either form contains a section where you certify your "reasonable need" for having the NFA item. I always use "Personal collection, investment and other lawful purposes". Oh, and there's the small matter of a check to the BATFE for $200. :cry:
