My best advise, pick up bow hunting. Bull elk over-the-counter tags, and the archery seasons are never nearly as crowded as rifle, and you don't have to worry as much about other hunters 100s of yards away.
Also, it isn't always by GMU. Find the places that require several miles of hiking. The more difficult/longer the hike, the fewer hunters you will find.

Have you considered Wyoming? Leftover tags just went on sale this morning.
Get an over the counter bull tag. Or call the DOW. They will usually shoot u in the right.direction

You can buy an over the counter Bull Elk tag thats good throughout most of the state, I think you have to check on what season they're available for but there's no draw.
