It will always be cheaper to reload. The sooner you get started and the more you shoot, the sooner the tooling up costs will be in the rear view mirror. As you mentioned, you get to fine-tune loads, and if you're smart "ammo shortages" don't happen.

9mm will take longer to hit the break even point with reloading, but you'll hit it and everything from there on is gravy. Thick, cholesterol-riddled sausage gravy.
