Considering the statement in bold are two separate events 40+ years apart in 2 completely different countries I'm good with your assessment of his intelligence level.

Mike will be upset when he realizes that no one is going to be deported other than a random crimial cought at a traffic stop or spomewhere else.

I could be wrong but I think that anyone that thinks that mass deportations are coming is going to be disappointed.
