They were shown putting some kind of sealant on. That said, it's only good when the sun is out, so rain darkening the horizon and nighttime are two obvious scenarios showing it's not in any way reliable.

you also have to consider that we are talking about a very poor country.
I Send the in-laws $100 and they think I am wealthy.
They just got electricity TO their house this year.
Their electricity bill is ~500 php a month (~$11.50 USD)
a couple can retire there in lavish comfort for about $300 a month
