HR isn't that bad as long as you don't intentionally test the rules. There are many violations, some on my own block, that have gone unnoticed.

That's actually a bigger problem because all it takes is one HOA board member who's kid gets into a conflict with your kid or who is jealous that your wife is prettier than his or otherwise gets a bug up his ass and all of the sudden the "unnoticed violations" blow up in your face. "Selective enforcement" is a form of tyranny as it weaponizes the law at the enforcer's whims.
