Total bs. Everyone with a valid work visa gets a ssn, for tax purposes. These ssn are flagged in the system as ??non citizen?? and cannot collect benefits? It has been like that for at least 30 years. ??IF?? SSN were issued for non qualified immigrants, they would have the same flag.

Non citizens should not get a SSN with the same format as citizen to avoid confusion. Instead of 9 numbers, they should have 7 numbers and 2 letters.
