You've been to California before, right? The base fine for a 1-15 over speeding ticket is only $35, but can be more than $300 with all the additional fees and taxes.

A few other fun ones (these are the minimum fines imposed by the state and do not include county or local fees and taxes):

Operating a vehicle without fenders or mud guards: $197
If your vehicle is disabled and you don't turn on your hazard lights? They can kick you in the junk with a $238 fine.
    Broken windshield: $197
    Not wearing a seatbelt? $167
Towing a trailer more than 10mph over the statewide 55mph speed limit? $490
Unnecessary use of the horn: $238
Not having a horn at all? $197
"Sudden stop without signalling" (whatever that means): $238
"Coasting in neutral on downgrade": $238 Really? You cannot legally coast down hills?
Operating a vehicle with an unlicensed snow plow on the front: $238
Operating a vehicle with the license plate partially or wholly obscured: $1,105
Driving with inadequate tire treads: $197
Driving an armored car without a license: $440.
Riding a bicycle drunk: $690. Drunk without a helmet? $887
Equipping a vehicle with or possessing radar jamming equipment: $197
Possession of 4 or more radar jamming devices: $895.
Transporting a child in the case of a life threatening emergency without the proper child seatbelts? $238 (Yes, this is a real thing)
If you knowingly transport radioactive materials illegally it's a $20,580 fine.
And finally, If you hire a valet without a proper "parking lot attendant license" YOU can get a ticket for $238.

It gets better: An “additional penalty” of between $22 and $27 shall be levied upon every $10, or part of $10, of every fine, penalty,or forfeiture imposed and collected by the courts for criminal offenses. Also, $10 gets added to the base fine for each previous offense, which then gets the "additional penalty" tagged on, along with a handful of other things, so if it's your second time running a stop sign or light within 10 years, your ticket could be a MINIMUM of $366 and that doesn't even include state taxes or local fees and taxes. If you pay it a day late, you can add another 50% bringing it up to $549.

But yeah, she deserves a $600 ticket and some national social attention.

Remember when they started penalizing people for absurd car modifications in an effort to "curb illegal street racing"? Because if there's one thing that will keep 20 year olds from killing themselves, it's fines for ride height.

Yeah, there are dozens of regs regarding "projections" beyond a defined size and shape that are obviously aimed at bumpers, spoilers, etc.
