But as I read it, a private person can go to a show and sell to a Vendor (FFL) but you can't set up as a Vendor as you dont have an FFL.
Somehow though you can magically conduct a private firearms transfer thru an FFL.

I think you are right in your assessment. With roughly 50% of the current show vendors being non-FFL holders, this will effectively wipe out the gun show as it exists now, possibly for good. The vendors selling holsters, optics, gun parts, t-shirts, coffee cups, food and the like, fill the show tables. Without them, the shows won't make it.

That is Honor, and there are way too many people in this country who no longer understand it.
Why? They don't need an ffl to sell kettlecorn or any of the things you mentioned. These rule don't include them.
This new legislation seem to mostly affect the promoter, not the vendors. Since Tanner is the only game in town, they will need to be in compliance with more people enforcing the age limit and ammo lockup.
Because the language of the bill is very specific as to what a vendor at the gun show is and must do.
"The bill prohibits a person from participating in a gun show as a gun show vendor if the person is not a federal firearms licencee, does not hold a valid state firearms dealer permit, has been convicted of a second offense of unlawful gunT show vendor activity as described in the bill, or has not completed a gun show certification for the gun show promoter as required in the bill. Unlawful participation in a gun show as a gun show vendor is a class 2 misdemeanor; except that a second or subsequent offense is a class 1 misdemeanor."
